This one is about as close to the final version as I can find. 
 
This business of "dead specimens" needs to be sorted out asap with an
amendment to the Code. We have to insist on a specimen/sample of some sort
wherever feasible. There will still remain a few cases where no specimen can
be obtained, but these need to be absolute exceptions to the general rule.
