Neal,
Do you really think this will be a problem 5 years from now, viz "less
advanced areas of zoology or developing countries". In five years, I suspect
nearly all scientists will have email contact.
Also I see no reason why others can't help. For example, Maurice Kottelat
discovered a book on Vietnam fishes, including many new species. I purchased
a copy form him, and my coworker (who knows Vietnamese) entered the new ones
in the database. Can't Kottelat or someone else contact the authors and help
them register the names? Or can't the discoverer of such names send them on
to the registration board...... I would think that the Vietnamese authors
would desire that their names be registered.

Wasn't that what I asked in both lists yesterday? I keep having to
wonder whether all listmembers get all messages, or whether they read
'selectively' because otherwise there would be too much to read. The
latter practice, as demonstrated here, leads to questions and
discussions being repeated within the 'choir', while those outside are
still not being consulted. Therefore I repeat:
What is being done to draw the zoological community at large into the
process of considering, discussing and decision-making?
