I agree with essentially everything in your post -- which is exactly why I
prefer Scenario 2 (disconnect taxonomy from nomenclature) over either of the
other scenarios.
But you raise another very important issue:

I believe this is of fundamental importance! ZooBank should definitely
involve registration of taxonomists -- both the living active ones (as a
prerequisite for registering new taxon names), and the long-deceased ones
(for cross-referencing to restrospectively registered names).
